The 1977 Sylvan Lake Management Plan

A generation ago local municipalities and the provincial governments were debating the best approach for management of the Sylvan Lake watershed.

Exactly the same issues are on the table today. Not much progress has been achieved on improved public access. The shoreline is still primarily private property.

In 1977 the Red Deer Planning Commission created this definition of a Public Resource to provide guidance for land use planning:

Municipalities are still struggling to manage Sylvan Lake as a “public resource” 36 years later.
